The pack doesn’t require the original GTA IV game.The two games included in Grand Theft Auto: Episodes from Liberty City are The Lost and Damned and The Ballad of Gay Tony. The first one sees you as Johnny, a veteran member of a biker gang that gets involved in a dangerous turf war with other rival gangs for control of Liberty City.
